COMMISSIONS OF AZERBAIJAN NATIONAL COMMITTEE OF HELSINKI CITIZENS' ASSEMBLY

1. Analytical Commission- prepares the activity strategy, perspective plans of ANC HCA, especially organises peace strategy within country as well as in the region, conducts trainings, publishing of articles.
2. Research centre "Socium" was established in 2003 January

4. Peace Building Commission:
a) prevention of new conflicts;
b) promotion to peace solution of Karabakh and Georgian - Abkhazian conflicts;
c) peace education on the basis hCa Peace Model;
d) peace journalism activity.

5.South Caucasian Centre of Peace Culture and Dialogue of Civilisations was established in 2000.
"Bridge" Journalists Union was established in 2001.

6. Commission on the protection of children rights:
Work on the problems of socially and morally vulnerable children:
a. children- hostages and prisoners of war, children- victims and witnesses of war, children – refuges and internally displaced persons, children with disabilities and ill children, children orphans, children of the families living on edge of the impoverishment, asocial children: children of the street.

Helsinki Children Assembly was established in 1998.

7. Commission on the problems of prisoners of war, hostages and missing persons –destiny of these persons was the most urging force for creation hCa not only in Azerbaijan, but also in Armenia and Georgia. Having pushed aside intentions of trading with the hostages from both sides, Armenian and Azerbaijani commissions provided with the opportunity for the direct exchanges of lists, and even with the scanty information about the destiny of the concrete person. Under the pressure of the National Helsinki Committees in 1993 were created State Commissions on problems of destiny of prisoners of war and hostages in Armenia , Azerbaijan. hCa Commission
on missing persons problem was established in Nagorno-Kharabah conflict zone. Almost all the prisoners of war and hostages were given to the consideration of Commissions and also under the observation of International Committee of Red Cross.
Cooperation between the groups of hCa allowed ANC hCa contributed to the release of more than 500 prisoners of war and hostages. This commission of ANC hCa set up card-index for 4874 persons “lost” in the war since 1992. Among them there are persons traces of which were found, one part of them was released.

8. Commission on the problems of refugees and IDPs works in humanitarian sphere, provides them with the material and medical aid (clothes, products, toys, medicines distribution) and also involves them in the activity of hCa and peace building, works with them in the sphere of strengthening the local communities. Regular consultations with the representative of UNHCR in Azerbaijan, contribution in registration of refugees in republic. Just the work with this contingent of refugees led the Commission to preparing of the new strategy that was introduced: to CIS conference in Geneva and was adopted well, to Common Caucasus conference of NGO on problems of refugees and IDP.
The Committee of protection of Chechen refugees rights was established in 1999.
The children center (public school) for Chechen refugees was established in 2000.

9. Youth Commission – After the active participation on "The Hague appeal for Peace" forum as the members of South Caucasian Peace Caravan initiated the establishment of movement “Caucasian Youth appeal for Peace”;
- collaborates actively in traditional youth school SIDU
- preparation of articles for international magazine “Collage”;
- working over creation of regional South Caucasian issue of "Collage" for young women;
- realized the project of creation the library “ Women rights”;
- edition of the digest “Femina”;
- peace-making meetings and actions;
- creation of South Caucasian youth network;
- work with the youth in the local regions.

10. The spectrum of work of Women Commission embraces all the aspects of social life beginning from the education, health, service in army till the violence in family and problems of prostitution:
- conducted special trainings on involving women to participation in municipal elections;
- organized International seminar on “Women and Policy”;
- realized the project “Woman's Institute” that works with the audience on program “ Leadership of women and political knowledge”, “ Women for just elections”, "Women for just elections" ets. After 2 years of functioning became an independent NGO.

11. Human Rights Protection Commission -
a) improvement of penitentiary system;
b) behavior of officials toward the imprisoned persons;
c) rights of prisoners of conscious, political prisoners;
d) illegal arrests;
e) unjust court hearings;
f) education on human rights;
g) creation of HR School;
h) assistance to the procedure of taking cases to the European Court (EC);
i) creation of Coordination Council of Lawyers and HR Protectors on issue for applying to the EC etc.
ALL Azerbaijanian Nardaran Committee on protection the HR, violated on Nardaran village events was initiated in 2002.

12. Commission on problems of ethnic minorities. There are 6 cultural centers of national minorities in Azerbaijan: Lezgins, Talyshs, Curds, Udins, Russians and Germans are collective members of ANC hCa. In regions of compact living of ethnic minorities - Lezgins, Talyshs, Curds, Udins the departments of ANC were created. The ANC HCA prepared and introduced to society the conception of “ Peace between people of Azerbaijan”.
"Azerbaijan House" of representatives of different national and religious groups was initiated by ANC HCA and established in 2001.

13. Commission on protection of rights of Servicemen is naturally involved in social and legal problems of servicemen, rights of conscripts, cases of relations out of regulation in army, protection of servicemen in tribunal proceedings, etc.
This Commission initiated the creation “Soldiers Mothers” Committee and Civil Control over Army and other power structures in the republic. The member of the Commission became member of the Committee. Commission organized the meeting of Armenian and Azerbaijan mothers, dedicated to the common efforts in searching relatives lost in Kharabakh war.

14. Juridical Commission provide the disadvantaged people with counselor aid in the court on philanthropic basis.

Legal Advise Centers were organized by assistance of hCa local branches in Barda refugees camp¹2 in Barda, Ganja, Gazakh, Gousar and Ganjabasar (Western region): Goranboy, Shamkir, Khanlar, Samukh, Dashekesen regions.
Co-ordination center of Bar and HR organisation for applying to the European Court and studying on Litigation process in EC was initiated in 2002.

15. Committee against Tortures -receives the applications regarding facts on tortures, collects the evidences and data, protect them in according structures, take part in court proceedings. Contacts with the appropriate international organisations, and provides their protection for the applicants.

16. Humanitarian Commission helps to most vulnerable part of population
- on the work of memorial character with the rehabilitated persons , former victims of totality regime, and with destiny their families.
- medical commission of hca helps to persons and families, living under line of poverty by medical treatment, care free of charge
- protection of elders

17. Commission on Social Economics and Globalization.
Commission which analyzes the social - economic problems of the country and globalization impacts on Azerbaijan. These analytical works of the commission are often reflected in Mass Media, and the aim of this work is to attract society attention to the existing problems in theses spheres.
